The first atomic bomb was exploded in New Mexico under Democratic President (Roosevelt).

Truman, a Democrat, dropped the first atomic bombs in Japan.

The current governor, Bill Richardson, is a Democrat. The White Sands and Los Alamos facilities are in New Mexico. New Mexico is also downwind from Arizona and many Arizonans do not worry about radioactive fallout from anything in New Mexico (Texas and Mexico are a different story).

Demographics explain it.

Arizona has a higher per capita income and has a smaller Native American population, a group that votes for Democrats more than Republicans.

Arizona also has a larger Mormon population. They are generally considered the most Republican group in the USA.

Lastly, Phoenix is unusual when compared to most other urban areas because it leans more to the right than most others.
