Not that I've given this much thought but...
1- When you are young you learn to count out aloud and say " onetwothreefourfivesixseven..eight...nine...ten". You pause after seven and say eight nine ten just that little bit slower. So seven sticks in your mind from an early age.
2- You are asking to pick a number between 1 and 10. The last thing you say is ten, so people will be thinking of a number closer to ten. They are not going to pick nine, or eight, because it is too close to Ten. They know you want an answer straight away so they aren't going to go all the way to six.
3- The real reason is that it is the only 2 syllable number between one and ten. We naturally prefer a two syllable word over a one syllable word.

7 is a very popular number! (the term lucky 7, derives from the statistics of that popularity!) It's easy to read and write: that may be the reason! (1 is too low on the scale!)
