In your car dealership scenario, saying "Thank you for your time" is good enough, or "Thanks for your help", or even "Thanks anyway". You want to acknowledge the time they spent with you. Even though it's their job, there is no reason to be rude (unless he/she was rude to you first)
As far as ending a conversation with a stranger at the mall, you can say something like, "Well, it was nice talking to you but I have an appointment" or something along those lines...

Perhaps brevity and courtesy are the way to go. I think your example is excellent - "Thank you for your time."
In the other event, I suggest, "Please excuse me, I have someone waiting for me." or something like that - an appointment maybe?

Just say "It's been nice talking to you, but I have to go". You don't owe them any other explanation if they're monopolizing your time.

It's kinda basic, but I always say "Nice to meet you (name), have a nice day." Or if I don't like them, "OKGOODBYE"
