explorer has the best list for prices and choices. I would add that both Niagara Falls, NY and Niagara Falls, ONT have thier own airports as well.

Hamilton, ON if you want to be really close, however you may be able to get cheaper airfare to Toronto's Pearson Airport, which is still pretty close.
