Temperature of a place depends on several factors. Conduction, convection, radiation and level of humidity in air. While conduction is almost same at different places on earth (minor differences will be there depending on soil, vegetation etc.), convection and radiation as also humidity play a great part in the temperature.

Hill stations are at a higher altitude and thus cooler air from surrounding areas (air becomes cooler with altitude because the heat is lost by radiation from the earth and as the air expands, it cools), comes in due to temperature difference. Thus hill stations have more breeze and since the breeze is coming from cooler areas, the temperature is cooler.

Radiation loss also is high since the cooler air increases the temperature gradient facilitationg faster transfer of heat from the surface of the hill to the surrounding air.

Since the hill stations are at a higher altitude and are also removed from sea and other larger water bodies, humidity is less. Another factor for the lesser humidity is that as the temperature decreases, the capacity of air to hold moisture comes down. Thus hill stations have less humidity and that plus the stronger breeze facilitates evaporative cooling making us feel cooler.
