how do i become a runner in Guild Wars if i am an elementalist/mesmer???

Elementalists aren't the best runners. You can make an Earth Ele for great survivability, but most runnee's want really fast runners with nice speed buffs, that's why Rangers and Warriors are preferred.

Although lately I'm seeing a lot of Dervish and Assassin runners.

Uh you can't, well you can but no one would let you run them anyways. Just make a warrior or ranger to run people.
