As a planet, barring a collision with another planetary-sized or at least large asteroid-sized body, the earth IS stable as viewed from the outside.
Since we have many different life forms on earth, the earth is unstable. If the only change made were to remove the mountains, some of the life forms would go away, but the bulk would remain and the earth would still be unstable.
If we were to assume that there never were mountains, then it's quite likely that life would not have made much progress out of the water and earth would be quite stable.
The answer depends on what you didn't ask. I believe that you were asking whether there would be earth quakes if there were no mountains, because there's a belief that because the mountains are heavy, there's more weight where the mountains are and that creates for an unstable weight distribution. However, other people have answered that the mountains are a result, not a cause - the result of what we refer to as plate tectonics. Therefore, if all you did was take away the mountains, would the plates still drift and shift? It's a theoretical question, not a factual one. So think about it, and think about what questions you'd need to answer, in order to answer this one. But, beware! Frame your question carefully so that you don't get bogged down in diversions like the way I started this answer.

No, mountains are in many cases the reason why the earth shakes. The Earth would be stabilized if there were no mountains because matter can not be destroyed nor created, so the same amount of matter will exist on the Earth, with or without mountains.

not for me. but that would mean that there would be no plate techtonics because mountains consiste of conversion faults therefore also volcanoes will not exist and there would be no fresh soil. Mountains do not prevent the earth from shaking but they can protect against certain wind stormes and tornadoes.
