Yes and no. It is possible to purchase marijuana seeds legally if they have been sterilized, so that they will not grow.

However, despite the fact that marijuana seeds contain no "active ingredients" like THC, they are still, for the most part, illegal to purchase or possess. Note that this backward legal non-logic does not apply to most other drugs. For example, it is legal to purchase opium poppy seeds or psychedelic mushroom spores over the internet (or anywhere else, for that matter) precisely because they contain no drug.

Even though they are illegal, they are still relatively easy to obtain.

still a drug, same as opium seeds, cocaine leaves, and crushed up oxy. May not be in true form, but it is still illegal.
