The terrorists who commandeered the airplanes. No one else. We now know their names and countries of origin.
All those responsible are now dead.
The perpetrators may have been persuaded or coerced, but they made the decision to take these actions on their own. Those who encouraged or persuaded them did not make the hijackings and crashes happen. Wanting something to happen does not create responsibility. Neither does making it possible. Only actors (people who act) can be responsible.
People who failed to prevent the events can't be responsible unless they were fully equipped to prevent them. No one was. So people in a position to stop these events cannot be responsible: there is nothing they can be expected to have done. To fail to act in a non-specific unpredictable way cannot make anyone responsble. You can't lay blame on people who could have done "something" if you can't say what that something is. If you can name that something, your expectations for people to do those things would have to be reasonable if you want to make someone responsible.

those responsible are the jealous islams who are using their religion to justify their own behavior and convince others to do the same. They complain about our capitalism and our prosperity, while all the time the leaders over there are starving their populations, mutilating and raping their women, selling their children into slavery. Look at the treasures found in Sadam's palaces? No one else in the country lived like he did. LIke Fromm said: You have to have an enemy in order to form a powerful group(paraphrase) to fight it. Well, they've picked us as the enemy and unfortunately, many others are jumping on their bandwagon based on the lies of dictatorships who run on oil money.

The reason Al-Qaeda hates America so much is because of several decades of aggresive US foreign policy, but whether you choose to extend "responsibility" that far is up to you.
