Go to any pokecenter, go to the basement. You will be given a pal pad. Go online to get your friends code.
Checking your friend code is easy: menu > items > key items > pal pad > check your friend code.

When you say ID do you mean your trainer ID? If so you can find it by pressing X to open the menu and going down to your character's name. On the very top of your trainer card it tells you your trainer ID.

If you go into your MENU you can go to your PROFILE at the bottom of the menu and look at your ID.
You can set up your code by going to the poke center and talking to the ladies downstairs who arrange trading and everything.
Most importantly though is to check your profile that is in your main menu.

I cannot remember, but if you conntact some via wireless (not wifi) connetion and they register you in their pal pad, they might be able to tell you, I can't really remember, sorry!
