It's a story about a quiet teenaged girl who lives at the beach with her abusive father and some kids notice her sitting in the dark by herself at the beach and they eventually find out her situation and try to help her. They hear very loud music blaring from her beach house which is playing while her father abuses her by 'pretending' to drown her in a sink of water.

Not sure. I think something bad happens to the father. I've read this story every year for a while. The title may have something to do with her eyes... Really, all I remember is what I wrote.
