I wouldn't know, but Google led me to http://www.songmeanings.net/lyric.php?lid=366 , on the SongMeanings site. One commentator on Nirvana's "All Apologies" there writes "aqua seafoam shame--describeing his guilt--he is blue" (Hope the insight is more valid than the spelling.) There's a great deal more there; you could look it up.
And I would bet strongly that there's an allusion to Aqua Seafoam Shave mentioned by the previous Answer. What the POINT of that connection would be, the lyrics don't immediately suggest to me.
P.S. Why is this under LGBT? Does Nirvana have a big queer following?

It's a little mermaid reference. not the Disney version, the hans Christian Anderson version where ariel dies and turns into seafoam after her love is not returned by the end of the sea witches spell.

Uh... that's "Aqua Seafoam Shave" not "shame".
Shaving cream, I suppose. If you don't know what that is, it's stuff you smear on your face to make shaving easier. Never use it myself.
