It's easy to fix without surgery. I had this at your age. Let me grab you that info. It may not even be phimosis. Sometimes at your age you only have to 'use' it more, as in washing it more and masturbating with it more.

Some may say that circumcision will fix it, but circumcision's risks include reduction in sensitivity and pleasure, and making masturbation more difficult according to studies (including a few new ones from a few months ago). Oddly enough that's how it was promoted in the USA since masturbation was bad, haha. There's a reason why the USA is the last remaining advanced nation still doing it, and even so, it's getting a lot less popular (it's now as low as 14% in some states). I was the same when I was younger, and now it slides fine with no problems whatsoever. Just pull back your foreskin when you shower the most you can without forcing it, and rub the head. That should encourage it to separate from the head. This is probably all you have to do, since this is common especially with teens. You just haven't 'used' it enough, as in masturbation and washing it. The same goes for sensitivity; the more your rub it the less sensitive it'll get (start using water when you shower then rub a little more each day).
And if its rather tight, you can get a cream that works in almost 95% of cases. It's 0.05% betamethasone or betamethasone dipropionate. And unlike circumcision it is very cheap ($12 in the USA), painless, and you don't risk decreasing sensitivity/pleasure and making masturbation more difficult.

You shouldn't worry about phimosis as there's many ways to treat it. Actually, at your age it might be normal (albeit rare) since some guys have phimosis until nearly the end of puberty, at which point it kind of spontaneously fixes itself.
But, if you can't wait, there are things you can do yourself. The first thing you should try are stretching exercises. In one exercise, take 2 fingers (one from each hand), "hook" each finger on either side of the foreskin opening, and stretch in opposite directions as much as possible (like increasing its radius) without causing pain or discomfort. Stretch and hold for a few seconds, let it relax for a few seconds, then repeat the process for a few minutes each day for a few weeks to a month. It's best to do this right after a shower/bath when the skin's most flexible (see link 1 for more info).
If that doesn't work after a month, don't worry. There are certain prescription creams that you can ask a doctor about. In one study, these creams are the most cost-effective treatment a doctor can provide (link 2). Be aware that these creams may take up to a month for the full effect, but you can speed things along a little by combining them with the stretching exercises.
In most cases of phimosis, these 2 treatments are all that's necessary. Very rarely is it so severe or stubborn that any kind of surgery is necessary, so you can pretty much ignore anyone who suggests circumcision as a first/only option. So again, you could try to "wait it out" for a couple years before doing anything, or you can try one (or both) of the treatments above. See the remaining links for more info on phimosis. Time will probably take care of it. If not, the advice Jorge gave you is excellent. Whatever you do, don't let anyone convince you to let somebody cut the foreskin off. It's not "extra" -- it's an important part of your body, and you'll really want it in a couple of years. Keep it!

i had the same trouble and i used vasoline.i just rubbed vasoline on the tip and worked the skin back and forth,until the vasoline got under the skin and it helped to pull it back.been back for a long time now!.try that,it worked for me.

Go see a doctor, you have to pull it back daily and wash thoroughly. I mean, I can't really speak from experience, but I have brothers and friends with foreskin. You might want to look into circumsicion, you'll never have to worry or be scared again!
