I would pick it up and run after the person. Twenty bucks is quite a lot of money and who knows if it's the person last dollars.
If I truly can't find the person, I'd give it to a beggar, busker or donate it to charity.

Hey it's their fault for not holding on tightly enough to the money. I guess I'd have to give it back though if I don't then my conscience will get to me sooner or later.

well i would have to say give it back cause if i drop my money i would want them to give it back to me / but i did find a wallet with $10,000 in it dose that count and yes i gave it back didn't want to but th guy was old. he reminded me of my grandpa so i gave it back
