I think this question might be most appropriately answered
using some conjecture.
The human being is most condensed when in its earliest
stages of development(consider stem cells which have
the capacity to evolve into many different cells). At some
point every component which is required for the human
being as we know it is undeveloped, but has all of the
necessary instructions for becoming developed. The
entity at this stage is purely natural, as far as current
technology can prove the entity isn't responding by
thought so much as by natural reflex to develop. This
natural reflex might be considered as the innate idea.
The world of being is super-condensed, but contains
all necessity for becoming humanly aware. Therefore,
it might be stated that although all knowledge is within
the pre-being, the pre-being is incapable of knowing
itself(in terms of cognition); the pre-being has all of the
knowledge, but no senses to consider that knowledge.
In other words, the pre-being "is", but doesn't know
itself, so it is not being it is becoming being. Therefore,
it is not reincarnation, but the genetic code in its most
compact state; something of pre-genetic form. Why does
the thing which is pre-being become being? It is anyone's
guess, considering that it can't be proved that the pre-being
has the conscious free will to choose to become being.

Moving away from conjecture, I believe knowledge is
derived from cognition, so yes it is heavily influenced
by the 5 senses. Can a human behave appropriately
without cognition? Yes, it is possible, but if it is innate
nature that gives rise to the behavior then if the causality
can't be traced for that behavior then how useful can that
knowledge(if it can even be called that) be. To be aware
and considerate requires justification of the authenticity
of the knowledge. An individual can be aware of falsehoods,
but is that knowledge useful for anything other than avoiding
the falsehoods. Consciousness, and knowledge, must
depend on contingency and empirical knowledge; an
individual behaves in such a way because of such and such
circumstances, motivation. Otherwise, anyone might claim
that any action was justified by innate idea number z without
any standard for authenticity.

Rena, here is the thing. Knowledge can be taught. But wisdom cannot be taught. For one to say, "I know that I do not know," is only the beginning of wisdom. Tell me then--beyond the realm of speculation,how we answer a phone just before it rings, or seem somebody in some place for the first time and have the destinct feeling in our very bones that we have known this person in another place and time in that same spot, that we are saying and doing to same things we did at that time and in that life(deja vous), or that we can have a precognition that something is going to happen a certain way, at a certain time, and it does. It is my belief--just speculation, that we had more than 5 senses in earlier stages of evolution--developed as survival mechanisms to adapt to a more hostile environment. But technology, growing our own food and the like bred thouse senses and instincts out of us.

This demonstrates the totality in the Idea and its relation to the persons self identity, its actual totality. No, I do not at this time believe that Idea, its universal simplicity, that it is for actual living, is innate in the unself conscious new born. i.e. ideas are for action, but the unself conscious mind or person is unmediated in thought process and wholly externally determinant, its body as external as it has not self concept from self reflection but it is self ready for self reception/identification; being and non-being have no separation nor discernable difference.
