There are Pokemon that come in swarms, so does that mean I have to wait for that certain Pokemon like Beldum to come in a swarm? Can I still go check if Beldum is at the area even with no swarm?

Pokemon Swarms become available after you get your National Dex. Thus, if you don't have one, then there's no point in checking. And No, there isn't a point in checking if there's no swarm.
To see what swarm is going on, talk to Dawn's little sister in Sandgem town. She lives in the big house in the south east. However you need to have your national dex for it to work.
It randomly selects a pokemon to swarm at its certain location. For example, today, Lickitung swarmed in my game at Lake Valor.
Again, you could save and retry until you got Beldum.

go 2 sandgem town and talk to dawn at her house and she will tell you what pokemon are in a swarm and the route to find them in. No you cannot get it if there is no swarm (route 228)

They only appear when they are swarming. Lucas's/Dawn's sister tells you who is swarming that day and there is nothing you can do to change who appears. Just be patient and the pokemon you want will eventually get its turn to swarm.

The only to get the national dex is by beating the elite four. but when you talk to the little girl after you get the dex she will tell you where to catch the daily swarms

Heres how it works, on a day go to sandgem town. Then go into dawn's house and talk to her little sister and she'll say, "now what did that news report say??....." And then oh ya Route ...! It says theres a whole bunch of ....... there! ...... you have to hurry I want you to do better than my sister dawn!

I think they will be gone once their swarm leave.
