Can I MAKE him replace himself with an Estate Management Trustee Company?
If I starve him of money, he will be seen as incompetent in managment; is that how I can force him to go legal, do you think?

Do I have this right? Your brother is the trustee of a trust in which both you and he are beneficiaries. This means he has control of the property in the trust. If distributions are being made from the trust (paying cash) for which there is no documentation (receipts) the distributions are within the terms of the trust, this could be considered fraud. Is your brother the only trustee? If not, talk to the other trustee(s). If he is the only trustee, you need professional legal advice.

he has to get receipts. Call in an auditor (tax, Federal) anything on this line he will have to come up with documentation. In life especially in doing anything as a beneficary they must show a paper trail.

The trust probably has rules which must be followed to distribute funds. It won't cost much in legal fees to see if he is being honest. Win or lose he will see that he should do it properly.
