You had a broken tail-light (not sure where you live, but in every state I know of, one out is a reason to pull over), driving a car registered to a female, despite being alone and male ( he can check this at anytime, not just when he is alongside you, he probably put them into his computer as he was approaching, not when he was physically next to you), you appeared to be covering your face, and took you 6 seconds to start to move after the light turned green. Yeah.....he had at least 4 reasons to pull you over. Not sure what the citation or arrest was for, but he had reason to pull you over.
