No action can be initiated for asking any question in forum like yahoo as its the forum where people clarify there doubts & here in law & ethic category like to know the legal aspect of the problem as in your question where I told you the provisions regarding killing any animal under the provisions of the Indian Penal Code,1860. Don't worry no action will be taken even if you kill any stray dog worth less then Rs10/- as the section 428 IPC Cleary provides the value of such animal killed should be more then Rs10/-.

In this case there is no question of starting a legal action.
The dog under reference is termed as 'stray dog'..which is harmful to the society. Second part.. No. it is not enough to suspect that asker is involved in the act of dog killing and even if some one starts legal action (because no one can stop others to start) it will not stand in the court of law.and if it stands one has to think that justice falls.

It is also possible that the asker WITNESSED the act instead of committed it. Or it is possible that the asker or someone the asker knows, is comtemplating the deed. Let's use a little common sense here.
