Yes and no.
Gay sims can still reproduce if they "woohoo" with a sim of the OPPOSITE sex (male with female). They cannot get pregnant by a sim of the same sex unless you use cheats (boolprop for example).
If you want your gay sim couple to have a child together, and not use cheats, it's best to have them adopt.

I've never had that happen when I've played. I don't think it's possible. Male Sims can get pregnant when they're abducted by aliens, though, so that's pretty fun.
