just get it in fire res or green leaf at the gambling prize place....then migerte it

It will be available after you obtain the national pokedex. Then go to the trophy garden and see if the owner put out Porygon. I found out that they are available that day with a rare encounter and the next day with a better encounter rate.

Plus it's only a 5% chance so you're better of migrating it
