DSL can not be downloaded off the net. DSL is a broadband internet connection provided by ISP's.

Call your ISP and ask if they have a DSL package.

Digital Subscriber Line (DSL) is a service. Its hardware. Many ISPs provide DSL is they own the hardware (i.e. Qwest, Verizon, ATT, etc). It involves a subscription and different equipment at your house. Search for DSL and your city to find providers.

DSL is a service, not a download. yes, you'll want to get rid of your old ISP after getting the DSL service.

You need to set up a subscription to dsl, your own isp may offer one. You can't download it. They will tell you when it will be activated.
