Sirius, no, I highly doubt it. Dumbledore, maybe.
Here's what I think is going to happen in the seventh book: It will turn out that Snape is STILL a goodguy and that in the sixth book Dumbledore planned his own death in order to trick Voldemort into putting an enormous amount of trust on Snape. The reason Dumbledore always trusted Snape was because he knew that Snape was in love with Lily Potter (which was also the reason why Snape turned good after Voldemort started planning to kill Lily) and that that was and still is way more powerful than any devotion he ever had to Voldemort. As such, at the end of the seventh book when we get to the Harry/Voldemort battle everyone knows has to happen, Snape will play a key role in helping Harry defeat Voldemort. It's also fairly likely that during the battle, and after Snape has done what he needs to do to help, Harry, still thinking that he is evil, attacks him and mortally wounds him, so that he can reveal just why he was good before he dies and Harry will have to deal with that in his conscience. And during the battle, Dumbledore's memory or ghost or whatever could possibly come back due to Snape's wand being subjected to the same priori incantatum thing that happened to Voldemort's wand at the end of the fourth book, so that Dumbledore can say whatever needs to be said to help Harry kill Voldemort or to complete the story after Voldemort is dead. Sirius, however, probably won't come back.

I'm fairly certain that Sirius will make a reappearance, seeing as JK Rowling has said that the mirror he gave Harry will be of some importance *and seeing as the mirror was a way for Harry to communicate with Sirius it seems logical that he'd reappear at least in the mirror*. As to Dumbledore, I have this feeling, or hope that he'll at least appear in memories, perhaps saved memories to tell Harry why he had to go.

Well, in the last book, Dumbledore's portrait appeard the headmaster''s office, so I think we'll hear from him via his portrait. I have a feeling that we will hear from Sirius somehow, after all, that arch he went through was described as hearing whispered voices from behind the veil on it. So I think that we'll hear from him again. On a separate note, I think Neville will play a very big part in defeating Voldemort. He's the only extra character that we know a lot about his background.

I don't think Sirius will reappear, but JK Rowling told Dan Radcliffe (while taking a break from writing Deathly Hallows), that she needed a rest because Dumbledore was giving her trouble. Dan asked "isn't Dumbledore dead?" and Jo didn't say anything else about it. So, I think that Dumbledore will DEFINITELY return, in one form or another.
But he is definitely dead, as she has said in the following interview:

I do not think that Dumbledore will appear...except for his portrait in his old office at Hogwarts,neither will Sirius but I am definite that Snape has a big role to play.

I think Sirius will talk to Harry with that Mirror he gave him (I know, I know, it didnt work in OoP, but it will work! )
And Dumbledore will talk to Harry through the portrait in the Headmistrisess' office.

Sirius, yes- he has to! He will probably be with Harry through part of this quest he will be on.
Dumbledore? I don't think he will actually reappear, but he will help Harry out from beyond some how!

I think there is a very good chance we will see dumbledore again in one form or another, but i Think sirius is a closed chapter.

I doubt Dumbledore will re-appear because he died and the same for Sirius. I don't think there wizadry is that powerful. Even for Dumbledore.
