I'm about 5' 1/2" and my legs are just barely 28 inch inseam...
I've always felt like my legs are short because pants are always ridiculously long and even the short lengths are a few inches too long. obviously im overall short but do i have short legs? or am i regularly proportioned, pants just seem long because im short overall?

first and foremost you are petite. That means that most pants in the regular section of the clothing world which is 31" will be far too long for you. Petite section usually is 28 1/2" to 29".
You are just short and petite. Nothing wrong with that. Try the petite section and you may not need to shorten pants at all!

As long as your feet touch the ground then your legs are not short. Okay I will get serious. I believe you are short overall and they just don't make pants to fit everybody well.

you definately can be my friend! i am the same height and have the same leg length. sure you're short comparted to everyone else, but it also depends on how old you are. dont worry about it. i'm sure we'll both grow more!

I ALSO HAVE VERY SHORT LEGS, BUT WHAT DOES IT MATTER, EVERYBODY IS DIFFERENT!!

it seems like your legs are normally sized to me.
