'' My grandfather IS so bad tempered that once he killed his own cow in anger''.
CAN 'G' file a complaint against T's grandfather under section 429 IPC (prevents cruelty to animals),
WITHOUT CHECKING OTHER FACTS,
Just ON THE BASIS OF....... T's THAT STATEMENT against his own grandfather?In INDIA?

The statement must be corroborated by the fact of death of the animal, how it died and other evidence in order that the complaint will be proven in court.

If there are no other evidence except the statement. The complaint will be dismissed.
