Yes you can keep two fancy goldfish in a 20 gallon hex. Be sure you are running a powerhead and a good filter.
I am not sure where in the world everyone gets the idea goldfish need 20 gallons of water each. Your fish will live and be very happy and healthy in a 20 gallon.

I'm sorry. Technically you can but it's really not going to be good for your fish. In theory it will work but there are so many problems with that setup. The hex just doesn't have much surface area which will limit the oxygen exchange. Your fish will also not have much room to swim because the hex is rather deep but pretty narrow. A normal 20 gallon would last your fish much longer than a hex. A 20 long will work even better.

For a while. Once they start getting 5-6" long, it will be a problem. Partly because of the 20 gallons, partly because hex tanks tend to be deep and have small surface area, which is as important as volume.

I think if you have a good, stong filter and do water changes twice a week instead of weekly once they start growing, that's enough water.
The oxygen level with the limited surface area is the biggest problem. Fancies are coldwater fish, and oxygen is more plentiful in cold water than in warm. You have a lot better chance of success if your filter is on a strong flow, really agitating the surface.
If you're not confident you can really stay on top of things, you'd be much safer with them in at least 30 gallons once they get bigger.

You do sound such as you're already slightly overstocked. i think of the rule of thumb with goldfish is a minimum of 30 gallons for one, then one greater 10 for each after the 1st. So in case you have 3 fantails, you will possibly prefer 30+10+10= 50 gallons.

You can for a little while, but when they start to grow you will need to get a bigger tank with more surface area. It would probably be easier on you and the fish if you got a rectangular tank, instead.

For a while yes. Once they begin to near full size that will be a bit cramped for then. You could get away with it for a year or so without a problem at all.
