The two closest countries to Japan in terms of distance would be:

1. Russia
2. South Korea

The Northern most part of Japan, up in Hokkaido, is literally a stones throw away from an island that is claimed by Russia. At its closes point, South korea is still much farther.

It's Russia and Korea:

about 25 kilometers between Hokkaido (Japan) and Kunashiri Island (Russia) on the North - Kunashiri used to be Japanese, was occupied by the Russians at the end of WWII, and haven't given it and 3 other islands north of Hokkaido back.

it's about 60 kilometers between Tsu Island (Japan) and Busan (South Korea)

South Korea, and Taiwan. There's a bit of Russia that is close to the northern island of Hokkaido but I don't know if you want to count that.

I would say China and Korea have always been in shooting distance of Japan; they have been warring with each other for centuries.
