It's Russia and Korea:
about 25 kilometers between Hokkaido (Japan) and Kunashiri Island (Russia) on the North - Kunashiri used to be Japanese, was occupied by the Russians at the end of WWII, and haven't given it and 3 other islands north of Hokkaido back.
it's about 60 kilometers between Tsu Island (Japan) and Busan (South Korea)
