Assuming that there ARE aliens visiting Earth, I doubt we could possibly second guess their motives in being here. The best we can assume is that they're doing basic reconnaissance/research like they do with all the planets they visit. So far, most reports indicate they don't care to have much interaction with us natives. (They probe you, implant stuff in you, but do they leave you their intergalactic email address? Lotsa luck.)

They'd first have to determine WHO the planet's supreme leader is (I doubt even we earthlings can agree on that), WHAT they can gain from such a meeting ("We've mastered deep interstellar travel. What can you do, earthlings?") and just HOW they can safely arrange this rendezvous (five o'clock at the White House lawn sounds good to me, but one errant Molotov cocktail and E.T. just might decide to fry us.)

Most people would be more concerned about food than simple politics. When I think of supreme I think of pizza. Besides, most likely these aliens could control these leaders and replace them anyway.

I believe it is the arrogance of man that says aliens even come to earth in the first place. We obviously have nothing to offer a race of beings that has far surpassed us in technological advances. What makes us think they even come here??
