The President has already done that. It's called the Unitary Executive theory, and one way Bush uses this theory is when he makes a Presidential Signing Statement. Bush says, as he signs a piece of legislation, how he will interpret and enforce it. In other words, he rewrites the bill, having no confidence in the words or intentions of Congress.
"Democrats must think we use a parliamentary system." No, they want this expression of their disapproval of the AG in the history books. But Bush must think we don't have a constitution to treat the lawfully enacted laws of our land as he does.

President Bush is doing the smart thing. He is sitting back and waiting for Congress to finish it's temper tantrum. After that, he comes in and gets what he wants done. He knows the American public will not stand for political posturing.
