All state haves an office called "Office of Vital Records." Click here to see California website: http://www.dhs.ca.gov/hisp/chs/OVR/OrderCert.htm

From there, you can get a certified copy of the birth certificate.

Reporting the birth certificate lost won't help. They can't cancel the certificate. You can get another copy if you need it. As for your ID, go to the agency that issued it (DMV) with the same ID you needed to get it in the first place.

All states have a "Office of Vital Records" locate your in your state. Remember to get it from the CITY, STATE and COUNTY your daughter was born. You can't get it from a different county

Example
Myself: Berkelely, Ca in Alameda County so the city of San Francisco would not have mine because it's a different City in California as well as county

As far as ID go to your local DMV

To report her b/c lost, call or write the register's office where they issue birth certificates and contact the credit bearu and let them know, although she is young, that is how kids get bad credit.
