The device that the first responder describes is very good, but any UV or black light will work, and you can get an inexpensive UV light just about anywhere. Almost every current banknote has a design element that glows under UV light (Euros, USD, UK Pounds, etc.)
Here are a couple of UV light based counterfeit detectors presently for sale on eBay, but if you want to spend less, your local hardware store probably sells adequate UV lights.
