We are moving this weekend, and driving a moving van to Phoenix from Portland. We aren't going east and then south through Utah! We want to go south through Cali or Nevada, but we want to avoid LA and Vegas because of traffic, we will be traveling for a few hours on Friday to get to OR/CA border and drive all day Sat and Sun. Any suggestions on roads or experience about conditions would be great help!

I have not driven from Portland to Phoenix, your trip, but I have driven most of the roads you will use. Your route will be interstate and secondary roads, like Ca route 99. All of those are good roads. There is no way to predict how traffic will be except that you can expect some traffic around Sacramento. Also expect traffic when you get close to LA.

If you want to avoid Vegas, I would travel on I-80 East and cut down from Elko. The major problem you will have is that this week end is the Elko Motorcycle Jamboree and there will be a lot of bikes on the road. The hotels in Elko are pretty much booked also.
