On a hot day should i have fan blow in window or out of room?

I think blowing air in will circulate the room, but will blowing the air out actually make it cooler?

It depends....

If there is cooler air somewhere in your house or apartment then setting the fan to extract will suck the cooler air from elsewhere. In my house I have a cool basement. I open the door to the basement and the fan sucks the cooler air from below displacing the hot air in my room.

If it is hot everywhere, then blowing the fan at your body will make you feel cooler. The moving air is not actually cooler, but it is evaporating moisture from your skin which has a cooling effect.

In both cases, you need to drink plenty of water.

Blow the hot air out of the room, cooler outside air will replace it.

You want the fan to blow a stream of air toward you, so that you benefit from the cooling effect of sweat evaporating from your skin. This will make the room "feel" much cooler than with any other fan configuration.

Removing the HOT air that rises by exhausting it from the ceiling area works best assuming there is a source of cooler air to replace it.
In homes built prior to air conditioning there were high ceilings and transoms above doorways to exhaust the hot air.
That is why those ceilings were high, and old windows were tall and can be opened form the top down.

I would put the fan at one end of the room, facing the window. This will allow the warm air in the room to be blown out of the window.
