Actually, you didn't ask which nation, so the answer is YES. Vatican City celebrates the martyrdom of St Thomas, the disciple. But then again, with all the Saints day, every day of the year is a national holiday for Vatican City.
US Virgin Islands celebrate Freedom day (the Danish freed the slaves in what was then called the Danish West Indies), but I don't think it is a national holiday.
The Province of Quebec celebrates the founding of the city Quebec. Just a provincial holiday, though.

July 4th is the holiday. You only get a day off on a different day if the 4th falls on a weekend.

I'm pretty sure it's just the 4th that is the holiday. I've never heard of them declaring the day before or after a holiday as well.

Not that I know of, eventhough some towns seem to think it is OK to set off their fireworks on the third. IT'S THE 4TH OF JULY NOT THE 3RD OF JULY.
