in other words, if you accidentally expose what is under your skirt and you don't want people to see your treasure, would you rather have sheer black pantyhose on or black opaque tights?

definitely opaque. Sheer panythose are just that - sheer - meaning you can see your skin through them The opaque tights are much thicker and provide a solid barrier to your skin.

I would wear something like a light tan pair of pantyhose or you can go for a pair of off-black opaque tights. For the monochromatic look, the black or any derivative of it (graphite or off-black) would work. Sheer pantyhose is definitely dressier and the opaque tights would be more casual though.

Opaque tights would give you more protection, though as long as your skirt isn't too short, you should be ok with the pantyhose too.
