If I understood the question maybe I could. Word tense does count.

I think there might be some information missing, but:

Bob + John + Tom = 100
Bob + John = Tom
John = 33

2(Bob) + 2(John) = 100 (substitute for Tom)
Bob + John = 50
Bob + 33 = 50 (substitute for John)
Bob = 17

Tom = 17 + 33 = 50 (substitute for Bob and John)

Question, although set out grammatically incorrectly, does not make sense. If Bob won how could Tom get a combination of Bob and John's votes?
