Oohh this is hard. THere are so many great choices, especially if we're talking about school food. You have to have food with good consisrancy, but also food that sticks when it hits something. Mash potatoes could work for this, plus they "SPLAT" when they hit something, but they're not easy to throw. Maybe a soft baked potatoe, but that might hurt too much if it actually hits someone. Jello flipped with a spoon could work. Ther are so many options. I think I'd have to go with mashed potatos....yea....mashed potaoes.
