Generally, not illegal, but if you're talking about in a parking lot, you could get some trouble from the business that owns it for "trespassing" and probably you'd be responsible for the litter when people do the most likely thing with the signs.

The business manager could try to call police and issue a citation against you for littering or soliciting on their property.
I hate getting that crap on my windshield, I resent the fact I have to get junk mail on my car and then dispose of it. On principle, I won't use a service or buy a product if they are putting it under windshields.
Take out an ad in a paper or use bulletin boards.

That would probably governed by city ordinance. I wish it would be considered littering, I see people all the time who are too lazy to take the paper out from under their wiper and it ends up blowing away.

Depends on where you are doing it. In shopping centers, no, because you are on someone else's property and need their permission.
Besides that, it's plain annoying. I never buy anything from someone who puts that crap on my car.
