You don't give enough information to be able to answer this question. What is your age? How long since you got your period for the first time?

If you are young, it is normal not to have regular periods. However, if you are bleeding every 21 days, then you are regular! You just have short cycles. If you mean that your aren't regular in how long the periods last and how much you bleed, that is also normal. From the little information posted here, I see nothing wrong or abnormal.
