Perfectly normal. A lot of guys have hair growing up the shaft, depends how many hair follicles you have. If you are very concerned you can have then laser treated and they will not grow back.

Yes, especially if you have a very tight circumcision -- the growing penis doesn't have enough skin to accomodate the extra length, so skin is pulled up from the pubic area. That skin is naturally hairy. It's really just cosmetic and is not going to interfere with the functioning of your organ.
Don't circumcise your sons, and they will avoid the problem.

Yes, that's totally normal, unless it's an awful lot, like as totally covered.Small hairs are not a big deal and just fine.
