Unfortunately, your question is a huge one. I am sure every state and city have their arms wrapped around the problem of gangs and gang activity. I have lived in my city for 20 years and I cannot believe how fast the gang population has grown. The ironic thing is many are so secretive and underground that they are not easily recognized. I do know that most of them control the drug activity in the city and that is one way to locate 'some of them'. As citizens, it is our responsibility to take back our streets and neighborhoods and schools. We cannot sit in our homes and be silent, shake our heads. We have to vote, go to court, report activity we see, get involved! Our police force has doubled in number, sentences imposed on convicted menbers are stiffer, more neighborhoods 'watch' out for each other and have "Neighborhood Watch" inforced. Citizens are voting more for those candidates who have gangs and drugs as their frontrunner when they come into office, more police on bikes and walking the neighborhoods, police are in schools along with other security, but they are there not just to enforce laws and arrest students who break the laws, but there to educate, participate, be involved in the schools and with students in a positive way. There are many things in place to control gang activity, but I know there has got to be much more. I believe that cities who seem to have this under control need to share their information so that all cities and states can work together - not against each other. That goes for all kinds of crimes.

Nowaday Gangs use youth and fasion to hide.The evolution of hipop go along with Gang development. In north american high school, it is impossible to know who is Gang memeber and student.
Adult Gang walk easy in high school playing ground to recrute young memeber because they ware same cloth and hat.It is impossible to know who is adult and who is not.Everybody is hip pop nowaday.
New-york police have hard time catching thugs in the street because they all ware Hood and everybody have that style.
Durag and dark glass is another problem. I think we should ban those fashion style enough to clearly see induvidual face of people.
Its the only way to fight crime in the future.
