My friend has a contact in his hotmail account and when you click on her picture it shows a "blog". What is that and is that just specific to his e-mail or is this blog for everyone?

There is a Contact in my friend's e-mail and when you click on this person's picture under contacts her blogs come up. My question is are those blogs specific to my friend or are they general blogs from that contact for everyone to see?
