Is Congress considered to be a combination of both? When the news refers to Congress, is that both the HR and the Senate?

Yes. The Congress is made up of the House of Representatives and the Senate, even though they are also both individual bodies. What the neds is referring to may depend on the news item when it speaks of Congress.

Congress is generally the term given to the bicameral legislative body (Senate and House of Representatives)which is one third of the US government. The other two are the Executive or President and the Judicial or the Supreme Court.
