I've used rubber cement in the past, but it is not sticking to the cardboard letters or the paper at all. Any suggestions?

I've used spray adhesive (3M or similar brand) on projects where "glue" doesn't stick. Just make sure you don't buy temporary adhesive, unless you want to move the items tomorrow...

The cardboard is probably heavier than the paper, so it's just going to rip it anyway. What if you vut your letters from more handmade paper and embed the letters into the paper as you make it? Or if you bought the paper, lay it on a window screen, wet it, and squish the letters on.
