This is a common problem, there are many blackspots where CL doesn't work - it's due to some sort of interference (probably radio waves)

Remote locking uses radio waves on 431 Mhz. So does every other low power licence free radio device. (Burglar alarms, walkie talkies, automatic doors, Taxi radios, &c. &c.) Most of these put more power out than your keyfob and swamp it. Make sure you know how to start the car if you can't use the remote, or sooner or later you will be caught out.

you are near a firestation / ministry of defence ./ radio station. your car must not have an immobiliser, or you are lucky. the AA are very busy with this nowadays, they have to tow people miles away before the cars start. chrysler voyagers supposedly particularily bad (92-99 version approx).
