Here in California, both parties have to agree to it.

Here's my take on the whole issue...children are not disposable and should never be treated that way, and that's exactly what giving up parental rights is. Parents (or bio donors as I refer to them) can decide that they do not want to be involved in the child's life, but that does not negate their financial responsibility.

I would never let the father of my child dispose of her. Never.

yes, parental rights are protected by constitutional law and you cannot force parental rights on anyone, you can force child support and that is not a right it is punishment for the female ignorance on the male. if he doesn't want to be the father of your children that gives insight to the type of person you are. It is a shame that women give so little connection to the family unit and want to demand and control men to their children for their own sick control of the man. If women had any self respect that should only be enforceable if the man and woman are together. To allow a woman to dictate that between father and child is a breech of the very freedoms this country is founded on. Why do women think that because they bear children that it entitles them to dictate a mans life. This is a misnomer and in very tradgic way has damaged the common bonds between men and women while being destructive to the family unit. No one wants to stick out the marriage side anylonger just dictate what one or the other side does. It is about time to wake up and smell the coffee.

He could give up his parental rights if you were putting the child up for adoption. He can opt out of ever seeing the child or having anything to do with him or her. But no, he can't "give up" his responsibility to support the child. If you're in the United States, he has a legal obligation to contribute to the child's financial support.

The state government where you live probably has an office where they'll help you work out how to collect child support from the loser. There are also companies that help collect child support but they take a percentage.

Good luck.

***** is wrong, ANY parent can sign away parental rights at ANY time. You can put your children into foster care and sign away your parental rights if you don't want to be a parent. It happens all the time. That's why there are children in orphanages. When a young woman gives birth and doesn't want to raise that baby she signs away all parental rights. There doesn't have to be someone willing to adopt that baby.

He is the only one who needs to sign over his rights. However if he is in California that doesn't mean he doesn't pay child support any longer In some states signing over all parental rights also means they don't have to support the child any longer. You saying "no" isn't going to make any difference, he has the right to give up his parental rights and responsilbities.

You can’t stop him from signing his rights away. It might be best for your daughter this man clearly has no intention to ever be her father, he simply donated his sperm. Since you say he is a loser do you really want him in her life? If he signed away his right he would have no obligations to the child at all.

Just write something down on a piece of paper and make sure you and him sign it, then get two people to witness it. Doesn't matter if he's signing his rights away...he still has to pay child support! If you get it in writing, if he ever decides to change his mind, in the eyes of the law, that paper would be worth millions. Trust me!

is he just getting out of paying child support???

If I were you, I'd say good riddance!

I thought that you would both need to agree though. I could be wrong.
