Why can't I migrate my FireRed pokemon to Pearl?

Question

I have both fire red and pearl game paks in the DS. When I go to the main screen where it's supposed to say "migrate from fire red" , there's nothing there but continue, new game, and WFC setting?

First of all have you completed your sinnnoh pokedex??
Beat the Elite 4 on Pearl? Do you have the National Pokedex??
Once you do these things go to the main menu touch migrate
then pick your pokemon from Fire Red. Make sure they don't know any HMs too. To get them go to Pal Park on Route 221 you will have to find the Pokemon in the park.

P.S. Have Fire Red Game Cartridge in GBA Game slot.
P.S.S. To get National Pokedex Complete Sinnoh Pokedex and Go talk to Professor Rowan in Sandgem town in his lab.
MORE IMPORTANT STUFF
To get to route 221 go to sandgem town and go south to the sandy area. Keep going south and surf in the water west till you find land. There are some great items on the way too. Talk to the guy in front of the counter to get into Pal Park.
Before you get in you must go to the main menu and pick pokemon to migrate. it will put them in pal park to catch.

You need to beat the Elite 4, see all 150 pokemon on the shinoh dex and talk to professor Rowan. Then professor Oak will arrive and give you the national dex. Head south from that town adn follow the route and you'll come to the pal park. Enter it and save.

Now turn off your game and on the menu migrate from fire red will be displayed.
