How can I file a complaint against a chinese business online?

I know you can file complaints about cybercrime at IC3.gov, but I believe this Chinese individual is running a scam and I'd like to know if the Chinese government has such a website.

You can at least register you complaint, with trade representative with Embassy of China in your country. Most of their URL are in Chinese .
