How to check which version of DirectX is on your system: click the Start menu, then choose Run. In the box type dxdiag and press Enter on your keyboard. A new Window will appear and your version of DirectX will be listed at the bottom.
For the video card, you could check the device manager

Hint: I bet it's not working because your card doesn't support the correct Shader Model version, for Sim City, I would guess it's version 2.0

There is a program called "Everest" Search for the Home Edition, the maker stopped creating new versions, but you can still find it on download sites, it has GREAT information about your computer, and is very simple to navigate! Its Free btw

you can check your version of directx by goin in the set up of windows .. means if you have set up in C drive by going in c deive than open programmes files than you can check which version you have .. or you can also upgrade it .. i hope so your problem will be solved and you will get the answer whatever your desire is....
