Where to get license to start check cashing at my store in Massachusetts?

I have a corner store and I want to start check cashing at my store but I found out I need a license to do that. I have been searching for it online but I was unable to find any useful information.
Does anyone know that they can help, please?

Check at City Hall (info desk). If they don't know, check with the County Clerk's office (courthouse).
